Saint-Petersburg was founded in 1703 by the Russian Emperor Peter the Great, who was deeply influenced by the European culture (above all Italian and Dutch). Most of the historical centre was projected by Italian architects, including the world know Hermitage museum (Franceso Bartollomeo Rastrelli) and many (though not all) other hirtorical sites in the city. Saint-Petersburg was meant by Peter the Great to become a "window on Europe"

i didnt really understood your question but i'll try to answer, according to it's founder, saint petersburg was built like an european capital city, that's why it looks more like stockholm or amsterdam and not like moscow. it's well known that people from saint petersburg are most 'european'-minded in russia, because of the spirit of this city.about colors of the buildings it may be a bit pale because of climat, and lack of ressources for restore them all.
